The North East Link Program (NELP) is proposing changes to its project boundary through Planning Scheme Amendment GC271.
If approved, these changes will affect 2 locations in Manningham, including Doncaster and Doncaster East.

What changes are being proposed?
NELP is proposing to expand the project boundary in 8 locations along the Eastern Freeway across Manningham, Boroondara, Whitehorse and Yarra.
This will allow further design development and construction planning for essential project works.
In Manningham, the proposed changes affect 2 locations:
Doncaster - Tram Reserve and Koonung Creek Linear Park (Doncaster and Box Hill North)
NELP believes the proposed boundary changes outlined in Figure 1 below are needed to improve flood and water management in parklands surrounding Koonung Creek.
This may include:
- changes to weirs and retarding basins to increase storage capacity
- drainage upgrades to meet Melbourne Water and stringent environmental performance requirements.
- upgrades or reinstatement of sections of the Koonung Creek Trail as part of new landscaping.

Doncaster East - Koonung Creek Reserve near Wetherby Road (Doncaster East and Blackburn North)
NELP believes the proposed boundary changes outlined in Figure 2 below are needed to improve flood and water management in parklands surrounding Koonung Creek.
This may include measures such as a bio retention system and drainage upgrades to improve storage capacity to meet Melbourne Water and stringent environmental performance requirements.
