The Electoral Observation Mission (EOM) of the Organization of American States (OAS) has begun its deployment in Brazil for the presidential and gubernatorial runoff elections, to be held next Sunday, October 25.

The OAS Mission is composed of 88 specialists and observers from 22 countries. During this stage of the process, the team will be present in 21 states and the Federal District, as well as abroad, in Buenos Aires, Lisbon, London, Miami, New York, and Washington, DC. For this second round, the Mission continues to observe key aspects such as electoral organization and vote abroad, electoral technology, electoral justice, campaigns, media, and digital communications, among others.

The OAS Mission in Brazil is headed by the former OAS Secretary General and former Minister of Foreign Affairs of Chile, José Miguel Insulza. The leadership team also includes former Minister of Foreign Affairs of Paraguay Eladio Loizaga; former Uruguayan Ambassador Agustín Espinosa Lloveras; Officer in Charge of the Secretariat for Strengthening Democracy Gerardo de Icaza; Chief of the Electoral Observation Section Brenda Santamaría; and Deputy Chief of Mission Ignacio Álvarez. The Mission will meet with electoral and government authorities, political leaders, representatives of the different candidacies, civil society organizations, and members of academia to learn about different perspectives and gain a broad understanding of the electoral process as a whole.

Following election day, the OAS Mission will present a preliminary report with its observations and recommendations aimed at continuing to strengthen Brazil's electoral system.

This is the fifth electoral process for which the OAS has deployed an Electoral Observation Mission in the country. The Mission is made possible thanks to financial support from Canada, Spain, the United States, Italy, France, Peru, Portugal, Switzerland, and Türkiye.
