Australia's primary care system is ready to change. What it needs now is the support to do it.
A new report from The George Institute for Global Health draws on insights from clinicians, policymakers, researchers and community health leaders across Australia to answer one of the most pressing questions in health reform: not whether primary care needs to change, but how.
Progress by Design: Change Readiness and Breakthrough Innovation in Primary Care brings together voices from GPs, Aboriginal Community-Controlled Health Organisations, Primary Health Networks and consumers to map a practical path forward. The central finding was clear: the expertise and will to deliver modern, team-based primary care already exists in the sector. What is missing is the system architecture, funding and change management support to make it happen at scale.
The report identifies five key enablers for reform, from sustainable investment and reworked clinical governance through to digital infrastructure, workforce redesign and formalised change management support. It also outlines six recommended national actions to turn momentum into implementation.
