- ECU Mount Lawley Redevelopment Master Plan finalised following community consultation
- Up to 1,100 new homes in a walkable green precinct just five kilometres from Perth CBD
- More than 15 per cent of the site dedicated to public open space and green corridors
- Retained Western Australian Academy of Performing Arts buildings, Library, and Administration provide the opportunity for future arts, cultural, youth, and education use
The Cook Government has today launched the ECU Mount Lawley Redevelopment Master Plan, setting the blueprint for the transformation of this unique, centrally located site into a vibrant and inclusive urban community.
The Master Plan sets a long-term vision to create a connected, sustainable neighbourhood that brings together diverse housing, quality open spaces, and new opportunities for learning and community life.
The precinct will include new homes, green corridors, public spaces, and local retail, supported by safe and inclusive transport networks for pedestrians, cyclists, public transport, and vehicles.
Up to 1,100 homes are proposed and will feature townhouses, grouped housing, and apartments, delivering new housing options to ensure more Western Australians have a place to call home.
More than 15 per cent of the site will be set aside as public open space, creating links to nearby parks, preserving mature trees where possible and adding new plantings to provide shade and strengthen the urban canopy.
The Master Plan also includes the retention and upgrading of key creative assets, the Library, and the Administration building.
The government provided $500,000 in the Mid-year Review for a business case to develop a Creative Industries Hub at the upgraded Western Australian Academy of Performing Arts, Library, and Administration buildings.
The proposed Creative Industries Hub will offer potential performance, rehearsal, production, and office spaces for not-for-profit organisations, commercial creative businesses, and emerging artists, fostering collaboration, innovation, and new career pathways.
The hub business case will also explore opportunities with Mount Lawley Senior High School to broaden access to facilities and support the growth and development of young talent through their Specialist Visual and Performing Arts Program.
In addition, a site has been identified for a new urban primary school, with the Department of Education leading planning and design.
The finalisation of the Master Plan follows extensive community consultation on the draft plan released in mid-2025, with over 300 submissions received

"The ECU Mount Lawley Redevelopment Master Plan seizes on the opportunity to deliver more housing in a targeted location, while preserving heritage and delivering significant public open space.
"The redevelopment will provide up to 1,100 homes, across a mix of terrace homes, townhouses, grouped homes, and apartments, providing diverse housing options.
"This Master Plan has been shaped by extensive consultation and feedback and will deliver a range of amenities to locals."
As stated by Creative Industries Minister Simone McGurk:
"The Creative Industries Hub is an investment in WA's creative future, helping attract and retain creative talent, create new jobs, and help our creative businesses to flourish.
"Strengthening our creative sector helps drive economic diversification and deliver cultural, social, and economic benefits for all Western Australians.
"Community consultation to date has shown overwhelming local support, with 85 per cent of respondents supporting new opportunities for arts and culture in the precinct."
