Bruce Power Licensing Amended for Bruce & B Stations

Canadian Nuclear Safety Commission

Today, the Canadian Nuclear Safety Commission (CNSC) announced the Commission's decision to amend the licensing basis for lutetium-177 (Lu-177) production at the Bruce A and B Nuclear Generating Stations. Bruce A and B are located in the Municipality of Kincardine, on the eastern shore of Lake Huron, on the Traditional and Treaty Territory of the Saugeen Ojibway Nation, and the traditional harvesting territories of the Métis Nation of Ontario Region 7 and the Historic Saugeen Métis peoples.

Under the current licensing basis, Bruce Power is authorized to irradiate Lu-177 targets (aluminum‑encased quartz ampoules), discharge the irradiated targets into type B transport packages, and prepare the transport packages for shipment. Bruce Power applied to the CNSC to amend the licensing basis to authorize additional steps in Lu-177 production in order to improve logistics and reduce doses to workers and the public.

Following a public hearing in writing, the Commission determined that Bruce Power is qualified to carry on the licensed activities that the amended licensing basis will authorize. In making its decision, the Commission considered written submissions from Bruce Power, CNSC staff and 14 intervenors.

A summary record of decision is being issued at this time. The summary reflects the substance of the Commission's decision with respect to this licensing basis amendment. The detailed reasons for the Commission's decision and its assessment of all the submissions made in relation to the application will be provided in a detailed record of decision, to be published at a later date.
