Cardinia Shire Council has received the results of the final structural investigation into the partially constructed Youth Hub in Pakenham.
Following the liquidation of Allmore Constructions Pty Ltd in October 2023, Council engaged relevant technical experts to undertake independent investigations of the site.
While the structural investigation was expected to clear the way for a new tender process to appoint a replacement builder to finish the construction, the investigations identified a number of serious structural issues which made the building unsafe.
Cardinia Shire Mayor Cr Jack Kowarzik said the outcome of the investigation was that the structural defects cannot be rectified and will need to be demolished.
"This is a major disappointment and on behalf of the community I'm really angry that the community has been left with an unsafe and defective partly constructed building,'' Cr Kowarzik said.
"Council has sought urgent legal advice on what action, if any, might be warranted against those responsible for the design and construction.
"The identification of structural defects was a shocking blow, as we expected to soon start the process to appoint a new builder to finish this priority project.
"This is bitterly disappointing for Council – and like many others – we have been burnt by a builder collapsing mid-project. We will do everything within our power to put this right."
Cr Kowarzik said youth services would continue to be provided from My Place in Main Street, Pakenham, while Council decides on the future of the site.
"Council is absolutely committed to ensuring the critical work for these groups will continue. Having a range of services locally supports young people enhance their confidence, wellbeing, education and job opportunities and prevent or address issues early. The services also help set up young people to contribute positively to community life.
Cardinia Shire Council Chief Executive Officer Carol Jeffs said that Council's priority was to continue to support the sectors to deliver the services and support.
"We have already started discussions with key stakeholders, including governments and youth services to determine crucial next steps in this project. We will do whatever we can to ensure young people in Cardinia continue to have access to high quality and accessible services locally.''
The Youth Hub project was jointly funded by the Victorian Government, Federal Government and Council.
Ms Jeffs said there was no decision at this stage on a new build.
