Council Proposes Operations Centre, Recreation Facilities at Gables

A Council-initiated planning proposal to facilitate a Council Operations Centre and recreational facilities at 183 and 191 Maguires Road, Gables is currently on public exhibition.

Council builds new infrastructure and manages local public assets such as roads and parks and requires space to house the materials, vehicles and equipment required to undertake this work. Council also manages waste collection, provides emergency field responses and owns and maintains a fleet of vehicles that need to be maintained in a mechanical workshop.

A Council Operations Centre would be a base of operations for a variety of these Council functions. Council is looking to centralise field operations at the subject site as it is uniquely positioned on the rural urban fringe in close proximity to the locations Council field staff are attending every day. This is being considered on the northern part of the site, near Maguires Road.

The southern part of the site, near Chadwick Drive, is intended to be used for recreation facilities, such as sports fields and the refurbishment of the existing structure on site as a multi-purpose indoor sports and recreation complex, funded by the Western Sydney Infrastructure Grants program.

The planning proposal seeks to introduce the SP1 Special Activities zone into The Hills Local Environmental Plan (LEP) 2019, rezone the subject site from RU6 Transition to SP1 Special Activities and increase the maximum building height from 10 metres to 16 metres, for the purpose of providing a 'Council Operations Centre' and recreational facilities.

The planning proposal relates to the permissibility of uses and maximum building height on the land. Specific details of future development on the land and the final composition of Council operational uses will be determined through more detailed design and consideration by Council in the future as well as the relevant approval processes for any development of the land.

A Gateway Determination for the planning proposal was issued on 24 July 2026. Delegation has been issued to Council as the Plan Making Authority under the Gateway Determination.

The planning proposal and supporting material is now on public exhibition and available for inspection on Council's Hills Have Your Say website.
