Draft Plans of Management for Blackheath Soldiers Memorial Park; Knapsack Reserve; Lapstone Oval; Pulpit Rock, Blackheath

Blue Mountains City Council invites the community to have its say on four draft Plans of Management (PoMs), on exhibition until 2 February 2022.

Council was appointed 'Crown Land Manager' for the Crown reserves of Blackheath Soldiers Memorial Park, Knapsack Reserve (PART), Lapstone Oval and Blackheath's Pulpit Rock, under the Crown Land Management Act 2016.

"As Crown Land Manager, Council is required to manage these reserves as if they are public land under local government legislation," Mayor Cr Mark Greenhill explained.

"These draft Plans of Management are now on public exhibition and open for submissions from all members the community who would like to provide their input."

Blackheath Memorial Park, Knapsack Reserve and Lapstone Oval had previous plans but the new act means they no longer meet legislative requirements.

Council has classified Blackheath Memorial Park, Knapsack Reserve, Lapstone Oval and Pulpit Rock as Community Land. Land categories such as Park, Sportsground, General Community Use or Natural Area (with sub-categories of bushland, escarpment, watercourse, wetland or foreshore) have been applied where appropriate. These categories have been applied using existing Council GIS (Geographical Information System) mapping.

The new draft documents have been developed in accordance with the latest legislation. They describe the current condition and use of the sites, appropriate activities and lease/licenses and how the site is managed according to the objectives of each category.

"This public exhibition period provides the opportunity for the community and interested parties to read the draft documents and give their comments," said Cr Greenhill.
