Draft Plans Shaping Ballina Shire Now On Exhibition

The projects, services and infrastructure that support everyday life in Ballina Shire are at the centre of Council's draft plans now on exhibition, with the community invited to help shape what comes next.

Ballina Shire Council is inviting the community to have their say on its Draft Delivery Program 2026 to 2030 and Operational Plan 2026/27, which outlines Council's priorities, projects and services for the years ahead, along with the budget and resources required to deliver them.

The draft plan is supported by a suite of Integrated Planning and Reporting (IP&R) documents, also on exhibition.

Community members are encouraged to review the documents and provide feedback before the exhibition period closes on Monday 1 June 2026.

  • Long Term Financial Plan and Budget
  • Long Term Financial Plan Summary
  • Fees and Charges
  • Workforce Management Strategy
  • Strategic Asset Management Plan

Council has delivered a range of major projects in 2025/26, including the Ballina Pump Track, Sharpes Beach Carpark Upgrade and the commencement of the Ballina Bridges Duplication Project, while continuing to maintain and improve critical infrastructure across the region.

Council will continue its commitment to major capital works in 2026/27, with significant investment proposed across key infrastructure areas, including:

  • $87.4 million for roads and bridges
  • $14.5 million for wastewater
  • $2.9 million for water
  • $2.7 million for open space and sports fields
  • $1.9 million for resource recovery
  • $1.6 million for the airport
  • $1.0 million for stormwater

A number of major projects are included in the draft plan, such as the Alstonville Cultural Centre Upgrade, duplication of Fishery Creek Bridge and Canal Bridge, Ross Lane Flood Resilience project and delivery of Stage 2 of the Wardell Town Centre Master Plan.

Council has also applied to the Independent Pricing and Regulatory Tribunal (IPART) for a Special Rate Variation (SRV) from 2026/27, to support long-term financial sustainability and continued investment in infrastructure and services. A determination from IPART is expected later in May 2026.

Mayor Cr Sharon Cadwallader said community feedback plays an important role in shaping the future of Ballina Shire.
