Today, the European Commission positively assessed Poland's fourth payment request for €7.2 billion under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU.
Following its assessment of the payment request, the Commission found that Poland has satisfactorily completed the 30 milestones and 13 targets set out in the Council Implementing Decision .
The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Poland, improving healthcare services, digitising administrative processes, strengthening cybersecurity, expanding broadband infrastructure, reforming tax and labour laws, and advancing green initiatives—including hydrogen infrastructure, railway modernisation, and greater access to sustainable transport.
Flagship measures in this payment request include:
- Unlocking hydrogen investments: allocating over €500 million in subsidies to stimulate private sector growth in renewable and low-carbon hydrogen production.
- Deploying zero-emission buses: introducing over 1,000 electric or hydrogen buses and trolleybuses, driving the shift to clean public transport.
- Expanding broadband access: connecting underserved "white spots" where private investment falls short, ensuring high-speed coverage nationwide.
- Accelerating the restructuring processes in the hospitals and increasing the share of the ambulatory care services over hospitalisations.
- Establishing a National Cardiological Network: classifying hospitals by care levels, setting standardised diagnostic and treatment protocols, and implementing a quality-monitoring system for cardiology services.
- Giving more tools to State Labour Inspection to detect labour law violations and enforce compliance.
Next steps
The Commission has now sent its preliminary assessment of Poland´s fulfilment of the milestones and targets required for this payment to the Council's Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Poland can take place following the EFC's opinion, and the adoption of a payment decision by the Commission.
Background
Poland submitted its payment request on 23 December 2025. Poland's recovery and resilience plan includes a wide range of investment and reform measures supporting climate and digital transition objectives. The plan will be financed by €54.71 billion (€25.27 billion in grants and €29.44 billion loans).
With today's positive assessment, this payment request will bring the funds paid to Poland under the RRF to €34.15 billion, corresponding to 62.4% of all the funds in its national plan, with 61% of all milestones and targets in the plan now fulfilled.
