Key Construction Materials Drive WA Infrastructure Boom

Cement Concrete & Aggregates Australia (CCAA) has today released The Economic Contribution of the Cement Concrete and Aggregates Industry in Australia, highlighting the vital role Western Australia's heavy construction materials industry plays in supporting the state's infrastructure, resources and energy development.

The report shows that in FY24/25 the industry contributed $1.57 billion to Western Australia's Gross State Product and supported 6,638 jobs across the state.

Western Australia's cement, concrete and aggregates sector underpins a diverse construction profile — from major metropolitan transport and road upgrades in Perth to large-scale mining, port and industrial developments across regional WA.

The state is continuing to invest in transport infrastructure, port expansions and renewable energy projects, while also supporting significant resources-sector construction that relies on durable, high-volume supply of heavy construction materials.

CCAA CEO Michael Kilgariff said delivering Western Australia's infrastructure and industrial expansion will depend on secure and sustained supply of cement, concrete and aggregates.

"If construction materials supply is disrupted, whether through global shocks, fuel constraints or planning bottlenecks, the impacts are clear: delayed projects, rising costs and increased pressure on housing affordability," Mr Kilgariff said.

"Major transport, resources and energy projects across Western Australia all rely on consistent supply of heavy construction materials.

"The scale and geographic spread of development in WA makes supply chain resilience and freight efficiency particularly important."

The report highlights that long distances between project sites, ports and population centres increase the importance of well-planned quarry resources, efficient logistics networks and strategically located production facilities.

Mr Kilgariff said protecting access to quarry resources and ensuring reliable freight corridors will be critical to sustaining Western Australia's infrastructure and resources pipeline.

"These materials are fundamental to supporting Western Australia's economic growth, industrial development and regional employment," he said.

"When the state advances major transport, mining and energy investments, it must also ensure the upstream supply chains that enable construction are secure and well-planned."

"Recognising heavy construction materials as essential enabling infrastructure will be key to maintaining Western Australia's productivity and competitiveness."
