NIPO Holds Change of Command Ceremony

WASHINGTON - Rear Adm. Anthony Rossi relieved Rear Adm. Francis D. Morley as deputy assistant secretary of the Navy for international programs, at the Navy International Programs Office (NIPO), in a change of command ceremony July 16 at the Washington Navy Yard Base in Washington, D.C. Secretary Jay Stefany, acting assistant secretary of the Navy (research, development and acquisition) (ASN(RD&A)), was the presiding official.

"NIPO helps our allies and partners acquire the capabilities they need, and that allow our forces to work together more fluidly when called upon to address shared challenges," Stefany said.

The Senate confirmed Rear Adm. Morley's nomination and a promotion to vice admiral in June. He will next serve as principal military deputy assistant secretary of the Navy for research, development and acquisition at the Pentagon.

Rear Adm. Rossi is joining NIPO after serving as program manager for the Mission Integration and Special Programs program office (PMA-298), located at Naval Air Station Patuxent River, Maryland.

The change of command ceremony official party included Adm(Ret) James Foggo III, who last served as commander of United States Naval Forces Europe-Africa and commander of Allied Joint Force Command Naples, and Secretary Stefany.

NIPO is an Echelon II command to the ASN (RD&A). NIPO is responsible for managing and implementing international security assistance programs, cooperative development programs, and technology security policy.
