The Cook Government is continuing to drive new housing supply, announcing important changes to its scheme offering stamp duty concessions for off-the-plan and under construction dwellings.
The $70.6 million 2026-2027 State Budget investment is part of the Cook Government's commitment to accelerating housing supply and improving affordability.
Under the changes, the concession will now be offered on all new survey-strata dwellings, making many smaller developments such as duplexes and triplexes eligible for the first time, providing buyers a wider range of properties with which to receive assistance.
These changes mean Western Australians buying any apartment, townhouse, villa, unit, duplex, or triplex in an eligible strata scheme either off-the-plan or under construction will be eligible for concessions.
Thresholds for concession assistance will also be increased from $750,000 and $850,000 to $800,000 and $900,000 respectively.
This means that no stamp duty will be paid for dwellings purchased off-the plan up to $800,000, tapering to a 50 per cent concession above $900,000.
For dwellings bought while under construction, a 75 per cent concession is available up to $800,000, tapering to a 37.5 per cent concession above $900,000.
For an $800,000 property, buyers will now save more than $32,300 if they buy pre-construction or more than $24,200 if they buy while the property is under construction.
The changes take effect from today and will support infill development, and deliver more choice to buyers, particularly seniors looking to downsize.
The concession, which was due to end on 30 June 2026, will also be extended until 30 June 2028, continuing the assistance available to buyers, providing more certainty to the
multi-residential housing market.
Housing will be a key focus of the 2026-2027 State Budget, building on the Cook Government's record $6.3 billion investment in housing and homelessness measures since 2021.

"By expanding stamp duty concessions to more homes, we're providing greater choice to buyers and making home ownership more affordable.
"This means older Western Australians looking to downsize can save thousands when buying a new apartment, townhouse, villa, or unit off-the-plan or under construction.
"We are committed to ensuring every Western Australian has access to a quality home and supporting the delivery of more infill developments is key to our State's housing future."
