The Presidential Delegation to the July 28 inauguration of President Fujimori, led by Deputy Secretary of State Christopher Landau, signals U.S. commitment to Peru and highlights the strength of our partnership. The strong ties between the United States and Peru are underpinned by an enduring friendship spanning 200 years of diplomatic relations. The Trump Administration looks forward to working with President Fujimori to bring security and prosperity to the United States, Peru, and to our hemisphere.
Enhancing Security: The United States applauds President Fujimori's focus on fighting transnational criminal organizations that threaten American and Peruvian security and prosperity and to improve citizen security across Peru.
- Peru is a valuable member of the Americans Counter-Cartel Coalition (A3C), and the Department of War intends to scale up counter-narcotics cooperation with Peru, particularly in the northern tri-border region.
- The Department of State's Bureau of Counterterrorism will send a Department of Justice team to Peru to improve bilateral coordination and information sharing on efforts to combat the Tren de Aragua, which President Trump designated as a Foreign Terrorist Organization (FTO).
- The Bureau of Counterterrorism will also help disrupt FTO operations by supporting President Fujimori's border security efforts through the expansion of biometrics collection in prisons and border regions and the donation of two Explosive Trace Detection machines to Jorge Chavez International Airport.
- The Department of Commerce will convene U.S. industry partners in Lima in September to discuss opportunities for U.S. technology providers under President Fujimori's plans to construct nine new prisons.
- The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) has a long and successful history of working with Peru tocombat narco-trafficking, illegal mining, and other illicit activities. With newly created and expanded vetted units, we can effectively support President Fujimori's efforts to dismantle organized crime groups.
- The newly created, INL-funded Peruvian National Police (PNP) Complex Crime Investigative Unit vetted unit, managed by FBI, will carry out complex organized crime investigations.
- Following two years of successful operations against transnational criminal organizations, we expanded the PNP Transnational Criminal Investigative Unit, run by DHS and supported by State.
- INL will provide additional specialized training and equipment to help Peru combat illegal mining and associated criminal activities.
Increasing Trade and Investment: Peru's stable economy has attracted U.S. investment across multiple sectors, and President Fujimori's pro-business plans will create opportunities for the U.S. private sector and strengthen Peru's economic growth.
- Ambassador Navarro will lead a "Peru is Open for Business" trade mission to the United States this year. In addition, the U.S. International Development Finance Corporation (DFC) is actively seeking investment opportunities in energy, infrastructure, critical minerals, and other priority sectors and will send a business development mission to Peru this year.
- To increase our collaboration in emerging technology, the United States will host an AI Summit on September 8 in Lima. The Department of War will provide a cyber-advisor to work side by side with the Fujimori government on cyber security issues.
- To identify new areas for cooperation in mining, the United States and Peru will establish a critical minerals working group to implement the Critical Minerals MOU signed in February. An up to $5 million DFC investment in Peru's mining sector will support the establishment of the reprocessing plant, which will enhance processing technologies and refining capacity in Peru, strengthening the supply chain for critical minerals.
- To improve Peru's port infrastructure, the United States will continue to support the expansion of the Port of Callao - Peru's most consequential port - through the work of the Army Corps of Engineers. We will also work with the Fujimori administration to identify opportunities for U.S. industry to invest in the port's growth and future success.
Space Cooperation: The United States will expand on decades of successful cooperation to advance science, education, and development of the global space industry. Peru has taken a leadership role in the Artemis Accords. We look forward to expanding civil, commercial, and defense related space cooperation that enhance American and Peruvian prosperity and security, including:
- Developing, together with Peru, a space consortium - a public-private effort focused on education, military, civilian, and commercial opportunities - to grow Peru's space economy.
- Sending a Peruvian liaison officer to work directly with U.S. Space Command.
- Assisting Peru in finalizing their 10-year space strategy.
- Donating a high-powered telescope by the end of 2026.
- Providing additional scholarships for education in space-related disciplines such as engineering, aerospace, astrophysics, cyber-security, and related fields.
Disaster Preparedness and Relief: The United States stands ready to help Peru strengthen its preparedness to respond to El Niño weather events. We applaud President Fujimori for developing a comprehensive response plan.
FEMA will lead a series of virtual workshops for Peru on disaster risk management. The USNS Comfort Hospital Ship will visit Peru in early 2027, augmenting Peru's capacity to provide medical support.
The United States has pre-positioned emergency blankets and hygiene kits for emergency assistance for quick response.
The Department of War will donate mobile bridges to assist with potential floods and continue to upgrade several of the 18 regional emergency communication centers originally built under the Humanitarian Assistance Program.
