Detectives from Westgate Sexual Offence and Child Abuse Investigation Team are investigating after a man was seen performing an indecent act in West Footscray last month.
Investigators have been told a 44-year-old woman was walking a dog along Sommerville Road when she was approached by an unknown man about 8am on 13 July.
The man began masturbating and followed the woman for several minutes before getting onto a red mountain bike and riding away.
Police have released a digital face image of a man who they believe can assist with their enquiries.
