$297M Tax Boost for WA First-Time Homebuyers

The Cook Labor Government is delivering a third round of stamp duty relief for first home buyers in the 2026-27 State Budget to boost affordability, drive more housing supply, and help ensure every Western Australian has a place to call home.

As part of a $297 million housing tax package supporting first home buyers, the Cook Labor Government will increase stamp duty concession and exemption thresholds for first home buyers by $100,000.

From today, first home buyers will pay no stamp duty for newly built or established homes up to $600,000 (up from $500,000), with stamp duty concessions available for homes up to $800,000 (up from $700,000).

To drive new housing supply, first home buyers will pay no stamp duty for vacant land purchases up to $450,000 (up from $350,000), with reduced rates for homes up to $550,000 (up from $450,000).

The property cap for the $10,000 First Home Owner Grant (FHOG) will also increase from $750,000 to $800,000 from today.

These changes are expected to benefit more than 25,000 first home buyers over the next four years, with roughly 12,000 no longer paying any stamp duty when they buy an established home or vacant land.

For Western Australians buying their first home, these changes mean they will save up to $22,515 on stamp duty when purchasing a new or established home, and up to $25,390 when buying vacant land and constructing a home.

First home buyers building a new home will also be able to claim the stamp duty exemption or concession on vacant land, even if the new house and land exceeds the FHOG value cap.

First home buyers will also benefit from the Cook Labor Government's recent extension of stamp duty relief for off-the-plan homes, which now applies to survey strata dwellings for the first time, in addition to apartments, townhouses, and other built strata developments.

This means that no stamp duty is paid for dwellings purchased pre-construction up to $800,000, tapering to a 50 per cent concession for homes above $900,000.

Today's announcement builds on a landmark $2 billion housing agreement between the Cook and Albanese Labor Governments that is set to deliver more than 11,000 homes for first home buyers across Western Australia.

The Cook Labor Government will invest $375 million to build 500 affordable homes exclusively for first home buyers, who will be able to access support to buy the homes through Keystart's shared equity loans scheme.

The package will deliver enabling infrastructure for new land supply in key growth corridors around the State, including METRONET station precincts, with up to 30 per cent of supported land to be set aside exclusively for first home buyers.

An additional $250 million has been committed for a new First Home Buyer Commercial Financing Facility through Keystart to provide low-cost finance to multi-unit developments offering affordable homes, including for first home buyers.

Another $250 million has been committed for a new Pre-sale Guarantee to help developers meet pre-sale thresholds for new apartment and townhouse developments to unlock more homes across the State.

"By again increasing the first home buyer stamp duty exemption and concession thresholds, we are responding to Perth's rapidly changing housing market to provide more relief for more first home buyers.

"This dovetails with the government's announcement in February to increase land tax exemption for eligible build-to-rent developments from 50 per cent to 75 per cent as part of our ongoing efforts to help every Western Australian have a home."
