Daily Update COP30 14 November

As negotiations intensify in Belém, parties remain divided on just transition, finance and the mitigation work programme. WMO advances in systematic observations, early warnings and extreme-heat governance highlight the essential role of trusted science in effective climate action.

  • Negotiations continued, including a three-hour session on just transition and several sessions on finance. Discussions on the mitigation work programme and the annual dialogue on how the Global Stocktake (GST) informs the preparation of nationally determined contributions (NDCs) again revealed deep differences.   • On 12 November, 12 nations-including Brazil, Canada, France, Germany and Spain-endorsed the first Declaration on Information Integrity on Climate Change, committing to counter false content and protect environmental journalists, scientists and researchers. Read the news

Earlier this week at COP30

  • A new Extreme Heat Risk Governance Framework and Toolkit was launched on Tuesday at COP30 to help countries strengthen governance, coordination, and investment in response to escalating heat risks. The framework and toolkit were developed by an international collaboration led by WMO, the UN Office for Disaster Risk Reduction (UNDRR), the Global Heat Health Information Network (GHHIN) and Duke University.   • The Global Status of Multi-Hazard Early Warning Systems 2025 report shows measurable progress: 119 countries (60%) now report having a multi-hazard early warning system. This is a 113% increase in 10 years. However, coverage gaps persist, especially among small island developing states, as only 43% of them reported having systems in place.   • At a high-level event, the Systematic Observations Financing Facility (SOFF) launched its 2025 Action Report . Governments showcased progress in implementation; funders announced new pledges to the SOFF UN Fund; and European meteorological leaders called for stronger international support. This session will present the latest trends in the global observing system and highlight how initiatives like GCOS and SOFF are translating science into impact. Programme and livestream

16:45-18:15 [Side Event Room 4] - Weather, Water and Climate Information for a Resilient Future - The session will highlight how the support provided by the World Meteorological Organization, including through the Global Climate Observing System (GCOS), helps countries transform climate data, information, and knowledge into action at national and community levels. It will demonstrate how activities ranging from research and systematic observations to localized early warnings and user-driven climate services enable effective and timely climate responses.

14:00 - 14:45 [CREWS - France Pavilion] - CREWS 10 Years of Early Warning Systems - Results and a Forward Look

16:00-16:45 [CREWS - Finland Pavilion] - Showcasing Innovation in People-Centered Early Warnings

During COP30, the Science for Climate Action Pavilion, located in the Blue Zone, will serve as a meeting point between science and policy. All events will be livestreamed via the Science for Climate Action Pavilion website , expanding access to and dissemination of scientific knowledge worldwide.
