Daily Update COP30 17 November

As the first week of COP30 was wrapping up in Belém, Climate Finance was prominently discussed and presented as the "lifeline of climate action". The WMO delegation participated in numerous events and sessions over the weekend, with a focus on hydrology and cryosphere, and resilience.

What you need to know

  • Can climate finance move from pledge to lifeline? This was the key question at the end of week 1 at COP30. On Saturday, discussions revolved around financial mobilization, or what leaders called "the engine of climate transition". Convening the Third High-Level Ministerial Dialogue on Climate Finance, we heard from representatives of nations deeply affected by climate impacts, many of whom described access to financial resources as "a matter of survival."   • UN Climate Change Executive Secretary Simon Stiell also addressed the High-level Dialogue, underscoring the transformative power of climate finance. He described finance as the " lifeblood of climate action ," capable of turning "plans into progress" and "ambition into implementation."
  • Around 90 Indigenous people from the Munduruku Indigenous group staged a peaceful protest early Friday, blocking the main entrance to the Blue Zone - the restricted area set aside for negotiators - at COP30 in Belém. Access was halted for about an hour, and the army was called in to reinforce security. Read the UN News article

Over the weekend at COP30

  • On Friday, at a high-level event, the Systematic Observations Financing Facility (SOFF) launched its 2025 Action Report . Governments showcased progress in implementation; funders announced new pledges to the SOFF UN Fund; and European meteorological leaders called for stronger international support.   • Several sessions took place at the WMO-IPCC-MERI Pavilion and elsewhere:
    • The Cryosphere as a Driver of Global Change - The cryosphere acts not just as a passive victim of climate change but as a powerful force shaping Earth's climate and future. Watch the recording
    • Strengthening the Global Goal on Adaptation through Hydrology - As climate impacts intensify, integrating hydrology into adaptation is essential. This event highlighted the role of hydrology and considered floods and droughts in shaping effective water-related indicators under the Global Goal on Adaptation (GGA). Watch the recording

Drawing on insights from the joint WMO-IRENA 2024 Year in Review, it will examine how shifts in temperature, rainfall, and wind patterns are reshaping renewable energy generation and demand across regions.
