Construction is complete at the Cook Government's landmark East Perth Common Ground project.
Contained within the 17-storey complex are 112 self-contained apartments. Half of those are reserved for people experiencing homelessness as well as communal areas, 24/7 on-site support services and commercial space.
East Perth Common Ground has been constructed by builder, ADCO Constructions to a high Livable Housing Design Standard and includes fully accessible dwellings.
The design has been informed by consultation with those who have lived experience of homelessness, community housing providers and a range of other key stakeholders.
The $70 million build was supported by an $8 million contribution from the Commonwealth Government.
The Common Ground model delivers a housing-first approach, providing a mix of permanent housing options for people who are experiencing homelessness, rough sleeping or on low incomes, along with wraparound support services and on-site management.
Mission Australia has been contracted to deliver tenancy support services, and separately Mission Australia Housing will deliver property and tenancy management.
In partnership, the service providers will give individualised support for people transitioning out of long-term homelessness and 24/7 concierge support. They will also manage the general operation of the building, such as lease agreements, tenant allocations and maintenance coordination.
East Perth Common Ground's first tenants are expected to move in early 2026. Construction is also well underway on the Mandurah Common Ground.
As stated by Premier Roger Cook:
"My government will never stop working towards ensuring every Western Australian has a place to call home.
"Projects like the East Perth Common Ground are key to delivering our commitment to ensure more Western Australians have the safety and security that housing provides.
"But beyond providing homes for Western Australians, our ambitious housing agenda is creating jobs - with over 1,400 jobs created by this project alone."
As stated by Housing and Works Minister John Carey:
"The East Perth Common Ground provides 112 homes for people sleeping rough and those on low incomes in a well-suited location, close to jobs, public transport and essential services.
"This landmark project includes onsite property and tenancy management, ensuring that support is readily available.
"East Perth Common Ground will prevent people sleeping rough in our city and provide tenants the wraparound supports they require.
"Since our record $5.8 billion investment in housing and homelessness measures, we've delivered more than 3,800 social homes."
As stated by Homelessness Minister Matthew Swinbourn:
"The Common Ground model is a fantastic example of the State Government's housing-first approach, which seeks to house people experiencing homelessness and then provide them with wraparound supports.
"This approach is considered to be best practice internationally, having first been delivered in New York City over 20 years ago.
"It meets people where they are at and works to address the root causes of their experiences of homelessness.
"What we have found is supported tenants are far more likely to remain in housing and are likely to report a greater sense of satisfaction and wellbeing.
"This is a truly transformative project, and one that will benefit countless Western Australians in their journey into housing."
