Public Input Sought for Avoca Drive Upgrade Stage One

Avoca locals are one step closer to less time in traffic and more time at home with their families, with the concept design for priority stage one of the Avoca Drive Upgrade now open for community feedback.

A key east-west route on the Central Coast, Avoca Drive carries around 26,000 vehicles a day but remains a major congestion bottleneck. In 2024 the Minns Labor Government announced the upgrade would be delivered in stages, with priority stage one focussed on upgrading Avoca Drive between the Bungoona Road / Carrak Road and Joalah Road / Killuna Road intersections.

Backed by a $100 million investment from the Albanese Labor Government, and $30 million from the Minns Labor Government, stage one will improve traffic flow and regional connectivity, ease congestion and support safer local travel for Central Coast locals.

The upgrade will improve access to key destinations along Avoca Drive, including Kincumber Village Shopping Centre, local schools, sporting facilities, businesses and community services.

The proposal now open for community feedback includes:

  • widening Avoca Drive to two lanes in each direction between Bungoona Road / Carrak Road and Joalah Road / Killuna Road intersections
  • upgrading three intersections along Avoca Drive
  • building new pedestrian crossings at all new signalised intersections
  • removing on-street parking
  • delivering active and public transport connections through the Kincumber township.

A concept design and Review of Environmental Factors (REF) has been prepared to identify potential impacts and proposed mitigation measures for the first stage of the project. The REF incorporates feedback received during the strategic design options display as well as additional consultation with local residents and businesses.

The community is invited to provide feedback on the concept design and REF by 11.59pm on Friday 12 June 2026.
