Queensland Unveils Proven Early Intervention Plan

The Crisafulli Government is making Queensland safer and delivering on a key election commitment with the first early intervention provider funded under the Proven Initiatives program.

Proven Initiatives is one part of the Crisafulli Government's $115 million investment to deliver effective early intervention programs to turn the tide on Labor's Youth Crime Crisis.

Everything Suarve will receive nearly $3 million to continue delivering their successful Big Brother program for up to 75 youth aged 14-17 years, across Brisbane, Logan and the Gold Coast.

Big Brother is an alternative learning-based program for at-risk youth focused on mental well-being, life skills, education, qualifications and employment pathways.

Each participant is supported through a structured 12-month intervention program that combines mentoring and hands-on learning, including building tiny homes, to help divert youth from crime.

Proven Initiatives supports the continuation and scaling up of effective early intervention programs that are proven to reduce youth offending, increase education or employment, and foster community engagement and positive participation.

Labor's weak laws, fewer police and failure to invest in effective early intervention created a generation of serious repeat youth offenders and Queensland's Youth Crime Crisis.

The Crisafulli Government is restoring safety where you live with stronger laws, more police, and the biggest investment in rehabilitation and early intervention in Queensland's history, unlike Labor who plan to wind back Adult Crime, Adult Time.

Under Labor's decade of decline, there was a culture of neglect and a habitual reliance on throwing money at problems with no responsibility or oversight to keep programs accountable.

In stark contrast to this, our government's funded programs will be required to deliver on the following measures:

  • 90% of participants do not commit crimes during the program and in the 12 months after completion.

  • 75% of participants maintain school or training attendance or, where applicable, employment participation.

  • All participants engage in community or outreach activities to build connections into local communities.

  • All participants have regular program contact.

The Crisafulli Government's Proven Initiatives compliments the Kickstarter program, which has already delivered 53 new early intervention programs across Queensland, with lots more to come.

Premier David Crisafulli said delivering the first Proven Initiatives funding was an important step in making Queensland safer.

"Queenslanders deserve to be safe in their homes, on their streets and in their communities, and early intervention is a critical part of our plan to make that happen," Premier Crisafulli said.

"We are backing programs that can show they work, because stopping young people from entering a cycle of crime is better for them, and better for every Queensland community."

Minister for Youth Justice and Victim Support Laura Gerber said the Crisafulli Government is investing in proven early intervention programs that work to drive down crime and re-engage youth in education and the community.

"Proven Initiatives is part of the Crisafulli Government's commitment to investing in effective intervention programs that have a track record of successfully diverting at-risk youth away from crime," Minister Gerber said.

"By providing ongoing funding to locally led organisations with proven results, the Crisafulli Government is delivering the certainty, they need to continue and innovate their programs that work to reduce crime.

"Labor's failure to properly fund effective early intervention programs led to a youth crime crisis and a skyrocketing number of youth offenders and victims of crime.

"The Crisafulli Government is restoring safety where you live by investing in proven programs that work, and by delivering new early intervention models right across the state to break the cycle of crime."

Member for Coomera Michael Crandon welcomed the extra support for Everything Suarve, which is helping to shape young lives in the community.

"We are backing Esuarve so it can expand on its success and continue providing our youth with the vital support they need to turn away from a crime and onto a path towards a better future," Mr Crandon said.

Everything Suarve founder, Joseph Te Puni-Fromont, said his organisation was proud to partner with the Queensland Government to deliver the Brotherhood 365 Program under the Proven Initiatives scheme.

"This funding will provide intensive early intervention support to young people aged 14–17 who are at risk of entering the youth justice system, helping them build positive pathways before offending becomes entrenched," Mr Te Puni-Fromont said.

"Through a structured 12-month program of mentoring, education, vocational training and wraparound support, Brotherhood 365 aims to strengthen young people's connection to family, community, education and employment, creating safer futures for both participants and the wider community."
