September standing committee meetings

Dubbo Regional Council (DRC) met on Thursday 8 September 2022, 5:30pm, to discuss the following items. These items are subject to Council resolutions at the September Ordinary Council Meeting.

INFRASTRUCTURE, PLANNING AND ENVIRONMENT COMMITTEE

BUILDING SUMMARY – AUGUST 2022: Between 1 August – 31 August 2022, DRC approved 69 Development and Complying Development Applications with an estimated value of $30,233,863.

CLIMATE CHANGE AND RESILIENCE COMMITTEE: Councillor Matthew Wright was elected Chairperson of the Climate Change and Resilience Committee, with future Committee meetings of to be held on the last Tuesday of each month from 4pm.

FLUORIDATION OF DUBBO URBAN AREA WATER SUPPLY: The Committee noted a report providing information in relation to the options study for the upgrading of the fluoride dosing system at the Dubbo Water Treatment Plant.

The committee has identified option 3 of the Options Study as the recommended option for the fluoridation system at the Dubbo Water Treatment Plant. Option 3 is: Construct a completely new dosing system using a different chemical (sodium silicofluoride granules) to replace the existing system. Committee recommended that Council pursue the provision of a fluoridation system at the Dubbo Water Treatment Plant through a design and construction tender process.

DRAFT WATER SUPPLY AND SEWERAGE CUSTOMER SERVICE PLAN: The Committee recommended the draft 2022/2023 and 2023/2024 Water Supply and Sewerage Services Customer Service Plan be adopted for public exhibition of not less than 28 days.

WATER SUPPLY AND SEWERAGE CUSTOMER SATISFACTION SURVEY: The Committee noted the 2022 Water Supply and Sewerage Services Customer Satisfaction Survey results and recommended they be placed on public exhibition for no less than 28 days.

CULTURE AND COMMUNITY COMMITTEE

MACQUARIE RIVER AND TRACKER RILEY CYCLEWAY: The Committee recommended that the wayfinding signage suite be endorsed for the 13.65km Macquarie River and Tracker Riley Cycleway/Walkway Wayfinding Project, noting that Council will have the ability to amend the faceplates as changes occur in the open space network.

RENAMING OF VICTORIA PARK NO.1 OVAL CHANGE ROOM/AMENITY/FUNCTION BUILDING: The committee noted that the family of the late Mr Tony Kelly have requested that renaming of a change room /amenity/function building at Victoria Park No.1 Oval as "Tony Kelly

Pavilion" not be supported. The naming of the pavilion at Victoria Park "Tony Kelly Pavilion" will not be implemented in line with the family wishes.

MACQUARIE REGIONAL LIBRARY QUARTERLY ACTIVITY REPORT: The Committee noted the quarterly report of the Macquarie Regional Library, which experienced a four per cent increase in membership on the previous quarter.

PROCUREMENT OF STAGE LIGHTING EQUIPMENT: The Committee endorsed pending Council resolution the engagement of Audio Plus as the supplier of choice for the procurement of stage lighting for Dubbo Theatre and Convention Centre (DRTCC) noting that Audio Plus is the only local company that can supply the equipment and provide after sales support to the DRTCC and the purchase is time critical to install due to limited available times for the installation of lights.

CORPORATE SERVICES COMMITTEE

VILLAGES COMMITTEE: The Committee noted the report from the Villages Committee Meeting held on 10 August 2022, with Councillor Richard Ivey elected Chairperson. The Committee will meet quarterly at 3pm, with the next meeting to be held in Wellington on 9 November 2022.
