Philippe Etienne, the ambassador of France to the United States, will discuss energy security, energy transitions and international relations at a March 10 event hosted by Rice University's Baker Institute for Public Policy.
In the midst of the Russia-Ukraine crisis, Etienne will offer a timely perspective on the energy challenges now at the center of global relations. France holds the presidency of the Council of the European Union, for which the energy transition is a top priority.
Etienne is an expert on the European Union and continental Europe. He has held posts in Moscow; Belgrade, Serbia; Bucharest, Hungary; Bonn, Germany; Berlin and Brussels. He has also served as an adviser in France's Cabinet of the Minister of Foreign Affairs on several occasions.
