Meeting Covers Parking, Water Storage and Pump Track Progress

Orange Council

At the Council meeting on Tuesday 3 November, Councillors discussed the pump track project, Council's Christmas and New Year shutdown period, and approved funding for a number of community events.

Here are some of the key decisions and updates:

Review of CBD parking contribution fees

Councillors supported a Notice of Motion to review the Orange Car Parking Development Contributions Plan. The review will examine current parking demand, how contributions are used and whether there are opportunities to reduce or waive charges in some circumstances. Staff will prepare a report to bring back to Council.

Pump track project progresses

Councillors received an update on the proposed pump track at Moulder Park. While a recent grant application was unsuccessful, staff will continue pursuing funding opportunities and exploring ways the community and local businesses can contribute materials, labour and support to help deliver the project.

Christmas and New Year operating arrangements confirmed

Councillors approved Council's annual Christmas and New Year shutdown period. The Civic Centre, Giyalang Ganya, Orange City Library and Works Depot will close from 1pm on 24 December 2026 and reopen on 4 January 2027, while essential services will continue operating throughout the holiday period.

Short-term rental accommodation report considered

Councillors acknowledged a report on short-term rental accommodation in Orange and its impact on housing affordability. The report found there is currently limited evidence that additional restrictions or charges on short-term rentals would significantly improve housing affordability in Orange.

Funding approved for community events

Councillors approved funding for a range of community events that will help attract visitors, support local businesses and create opportunities for people to connect and participate in community life.

  • $5,000 for VicStock 2027, which celebrates the region's agricultural heritage and rural community connections.
  • $4,000 for the Wangarang Fair Day and Garage Sale, a long-running community event that raises funds for local causes and brings residents together.
  • $3,275 for a Central West Comedy event to be held on 28 November 2026.

Major projects continue to progress

Councillors received an update on several major projects across Orange, including the Orange Sports Precinct, Orange Conservatorium and Planetarium and the March Street Bridge. Work continues across all three projects, with construction and fit-out milestones being reached.

Water storages remain near capacity

Councillors noted Orange's water security position, with Suma Park Dam and Spring Creek Dam sitting at almost full capacity. Residential water consumption remains in line with targets for current water restrictions.

Draft Play Strategy released for feedback

Councillors supported placing the draft Orange Play Strategy on public exhibition. The strategy provides a long-term plan for upgrading playgrounds, improving accessibility and delivering a wider range of play experiences across the city.
