New development standards for City of Joondalup infill areas

  • Planning Minister Rita Saffioti has approved a local planning scheme amendment to guide future infill development within the City of Joondalup's 10 Housing Opportunity Areas.

    The amendment to the City of Joondalup's Local Planning Scheme No. 3 introduces a set of development standards to ensure integrated housing diversity and infill is located within appropriate locations, close to train stations, in activity centres and on corner lots.

    Housing Opportunity Areas were introduced by the City of Joondalup in 2016 which identify targeted residential pockets that could support increased density and infill development. In the City of Joondalup, those areas are parts of Duncraig, Warwick, Greenwood, Sorrento, Padbury, Kallaroo, Hillarys, Woodvale, Heathridge, Beldon, Edgewater and Currambine.

    The new development standards have responded to community feedback and will restrict the use of multiple dwellings to approximately 50 per cent of residential blocks currently coded R20 or R40 - in these Housing Opportunity Areas.

    Minimum frontage widths and increased requirements for the protection of solar access will protect the existing amenity in quieter suburban areas, particularly cul-de-sac locations.

    The State Government will continue to work with the City of Joondalup to also finalise a local planning policy, which will consider additional development standards such as design requirements for landscaping and trees, car parking, and setbacks from property boundaries.

    As stated by Planning Minister Rita Saffioti:

    "This decision reflects our commitment to balancing targeted infill development protecting the existing amenity in established neighbourhoods across the City of Joondalup.

    "These amendments will ensure the City of Joondalup has a new planning and development framework that supports contemporary development standards, provides for future residential growth and a greater diversity of housing, and allows for a strategic review of Housing Opportunity Areas.

    "The approach we have taken since entering government in 2017 is to ensure that increased density occurs at locations that are appropriate and in close proximity to public transport nodes and other activity centres."

    As stated by Kingsley MLA Jessica Stojkovski:

    "As a planner, I know how important it is that we listen to local communities and deliver the facilities and amenities they need.

    "This revised scheme supports the values northern suburbs residents place on the lifestyle afforded through the current character and streetscape of their neighbourhoods, helping to find the right balance between retaining that amenity and planning for future generations who want to live close to services and jobs."

    As stated by Joondalup MLA Emily Hamilton:

    "Our northern suburbs are a beautiful place to live and the population will continue to grow as major new infrastructure is delivered - such as the Yanchep Rail Extension and the roll out of the Smart Freeways technology along the Mitchell Freeway.

    "We want to ensure that infill development is delivered properly and residents have access to employment, recreation and housing opportunities.

    "I'm pleased to be a part of a McGowan Government that continues to deliver for the northern suburbs."
