The Cook Government is delivering on its planning reform agenda with new regulations accelerating the process for amending region planning schemes.

The first application of the streamlined regulations provides the catalyst for a major urban renewal project in Leederville, enabling significant mixed-use development and new housing within a key activity centre precinct.

The Planning and Development (Region Planning Schemes) Regulations 2023, introduced on 1 August 2023, outline the advertising requirements and submission timeframes for basic, standard, and complex amendments to region planning schemes.

The first application of the new regulations for a basic amendment to the Metropolitan Region Scheme - that changed a road reservation to urban land in the City of Vincent - was progressed in 65 days, compared to the previously expected 12-month timeframe.

With the support of the City of Vincent's local planning framework, this amendment will enable future redevelopment of an underutilised car park in Leederville, for higher density residential and mixed-use developments close to existing public transport and amenities.

Significant stakeholder consultation has been undertaken through the preparation of the 'Leederville Precinct Structure Plan', which will guide the future development outcomes in the area.
