UN Panel Probes Racial Justice in Colombia Policing

GENEVA/BOGOTA -The UN International Independent Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement (EMLER) will visit Colombia from 4 to 14 May 2026.

The Mechanism, represented by Mr. Victor Rodriguez Rescia, will look into laws, policies and practices regulating the use of force by law enforcement officials, including their alignment with international human rights standards, as well as concrete steps needed to ensure access to justice, accountability and redress for excessive use of force and other human rights violations by law enforcement officials, especially against Africans and people of African descent.

The delegation will visit Bogotá, Cali, Cartagena and Quibdó. It will meet with the Vice President Her Excellency Ms. Francia Marquez and other government officials, representatives of law enforcement and the criminal justice system, human rights institutions, civil society, affected individuals and communities, among others. The Mechanism further seeks to visit a law enforcement facility and a prison.

The Mechanism's visit is informed by preparatory research and input, including pursuant to a call for inputs.
