As part of its support to Belarusian democratic forces, the Congress of Local and Regional Authorities of the Council of Europe is launching the third edition of the workshop "Leaders for Change: promoting democracy and human rights at local level" on 7-9 July 2026 in Strasbourg, France, following the success of previous editions in 2023 and 2025.
The event will serve as a dynamic platform for peer exchange between Belarusian democratic forces and civil society, members of the Congress, and subject-matter experts. It is designed to foster democratic values in line with the principles of the European Charter of Local Self-Government and focuses on equipping the next generation of local elected representatives, civil servants and activists with the tools necessary for effective local democracy.

If selected as participant, your travel and subsistence expenses will be borne by the Council of Europe on the terms specified in the enclosed Rules concerning the reimbursement of travel and subsistence expenses of experts travelling at the charge of Council of Europe budgets. Please note that the rate of daily allowance has been set at €199 in 2026 (50% for hotel accommodation, 15% for each main meal and 20% for miscellaneous expenses). For this event, the Congress Secretariat will cover the costs of accommodation and travel.
Interpretation will be provided in English and in Belarusian.
