Consultation on Norlane Community Initiatives redevelopment

A proposed planning scheme amendment that would allow for the redevelopment of the Norlane Community Initiatives (NCI) site and expansion of its services will be prepared and exhibited to the public.

The not-for-profit organisation provides a range of services to the Norlane community and surrounds, including neighbourhood meals, a community pantry, craft and gardening groups, and Sunday congregation services.

An application has been received to amend the Greater Geelong Planning Scheme by removing two restrictive covenants from the 4-8 Spruhan Avenue, Norlane site which prevent more than one dwelling being built there.

NCI has temporarily relocated from the Baptist Union of Victoria-owned site, pending Amendment C443ggee and planning permit approval for redevelopment and a change of land use from a Place of Worship to a Place of Assembly.

The amendment and planning permit are intended to facilitate certainty for NCI's operations and the local community, without detracting from the character of the area.

The proposed works include construction of a new single storey extension to replace the existing multipurpose area and a car park, and installation of a pergola, children's play area and rainwater tanks.

Council had requested the Minister of Planning to publicly exhibit the amendment and planning permit.

Notices will be sent to affected landowners and occupiers, published in local media and displayed at the site.

I encourage community members to read through the proposed amendment and planning permit when they're exhibited for four weeks and make a submission.

Relevant authorities have already contributed conditions for the preparation of the draft planning permit.

Norlane Community Initiatives is a local self-help community organisation and this proposed planning amendment will enable it to continue delivery of its unique model.

I congratulate the City Planning officers for developing a clever and creative amendment which will support Norlane Community Initiatives and ultimately benefit the broader Norlane community if adopted.
