New board appointments for WA's Insurance Commission

  • Premier and Treasurer Mark McGowan has today announced the appointment of a new Chair, Deputy Chair and Commissioner for the Insurance Commission of Western Australia board.

    The Insurance Commission is a Government Trading Enterprise that provides motor injury insurance to more than 1.9 million drivers and 3.1 million vehicles in WA. It also manages and invests a number of funds and provides self-insurance for the State Government.

    Mr Rob Bransby has been appointed as Chair for a three-year term. Mr Bransby has 30 years' experience in the financial services and insurance industries, has been a Commissioner for the past seven years, and previously held the position of Chief Executive Officer at private health insurer HBF.

    Ms Julie Keene has been appointed as Deputy Chair of the board for a two-year term. Ms Keene has been a Commissioner for one year and is also a chartered accountant with almost 20 years of non-executive director experience across multiple industries.

    Mr Ben Morton has been appointed as a Commissioner for a three-year term. Mr Morton is a former Federal Minister for the Public Service and Special Minister of State with experience relevant to the Insurance Commission. As Special Minister of State, he was responsible for overseeing Comcover, the Australian Government's self-managed insurance fund which is equivalent to Western Australia's RiskCover. He also established the National Office for Child Safety in response to the Royal Commission into Institutional Child Sexual Abuse, which is particularly relevant given the Insurance Commission is responsible for overseeing historical child abuse claims.

    Mr Bransby, Ms Keene and Mr Morton will take up their new roles from today, 18 October 2022, following the resignation of outgoing Chair, Mr Frank Cooper AO.

    Ms Andrea Hall has also been reappointed as a Commissioner for a further one-year term.

    As stated by Premier Mark McGowan:

    "I am pleased to announce the appointments of Mr Bransby, Ms Keene and Mr Morton as Chair, Deputy Chair and Commissioner of the Insurance Commission, respectively. I also congratulate Ms Hall on her reappointment.

    "Mr Bransby and Ms Keene are both experienced board members with the technical skills and corporate knowledge to lead the Insurance Commission board.

    "As the former Federal Minister responsible for overseeing the Australian Government's self-insurer, Comcover, and establishing the National Office for Child Safety, Mr Morton brings significant experience that will support the functions of the Insurance Commission.

    "I thank outgoing Chair, Frank Cooper for his significant contribution leading the Insurance Commission board over the past decade. I wish him well in his future endeavours."
