Major Build-to-Rent Project Proposed for CBD Development

  • Development application lodged for housing redevelopment on Pier Street, Perth
  • Part of the Cook Government's Housing Diversity Pipeline unlocking lazy government land
  • Redevelopment to provide a boost to long-term housing supply through innovative Build-to-Rent model

The Cook Government is set to further bolster the long-term housing supply in Perth, with DevelopmentWA lodging a development application for 195 Pier Street, for a multi-storey project to be undertaken in partnership with the Albanese Federal Government.

In December 2023, the Cook Government, as part of its Housing Diversity Pipeline, announced the first social and affordable Build-to-Rent project at the former public housing site on Smith Street in Highgate. The Pier Street project builds on the Government's efforts to boost housing supply through an innovative Build-to-Rent model, with the Pier Street site the second BTR project identified through the Housing Diversity Pipeline.

The redevelopment of the site is planned to deliver new apartments in a mix of social housing, disability housing and affordable rentals through the Build-to-Rent model and will see the development of a new urban community close to major public transport hubs and local amenities.

The Pier Street design is being led by Hassell Architects and the development application will be advertised for public comment for 21 days from 19 January 2024. Development approval is anticipated in late March 2024.

Comments attributed to Housing and Lands Minister John Carey:

"The Pier Street development forms part of the Cook Government's Housing Diversity Pipeline where we are unlocking lazy government land to bolster the supply of social and affordable housing in WA.

"In partnership with the Federal Government, the Pier Street redevelopment will help to uplift the eastern end of the CBD, bringing more life, vibrancy and activity into the CBD and surrounds.

"In collaboration with the community housing sector, the Build-to-Rent housing model offers the opportunity to deliver a purpose built, proactively managed residential development which will enhance the housing quality, affordability, diversity and amenity in the Perth CBD."
